Economic Impact
and Policy Development: The Montana Film Industry
In 2004, ArtsMarket was commissioned to conduct a cumulative analysis of
the economic impacts of the film industry in Montana from 1997 through
2003 and to recommend to the current legislature strategic, economically
viable incentives to increase film production in the State.
Incentive legislation drafted with ArtsMarket's counsel, backed by the
Governor's office, was approved by the state legislature and signed into
law May 17, 2005.

Arts Center
Economic,
Financial, Market Study
ArtsMarket was engaged by the City of Mesa from 2002-2004 to guide the
market and user planning for the $97 million Mesa Arts Center, including
operational budgeting. The MAC is scheduled to open this
spring. User needs and geodemographic market analyses were
conducted and were the basis of recommendations to the City on building
a powerful regional audience, developing the downtown to serve as a
cultural tourism magnet, attracting regional organizations to make the
Center their home, and developing economic and operating strategies in
recommending a downtown cultural district. ArtsMarket worked with
the City and with the user groups to determine best practices plans for
the facility to serve as home site for their needs.

of the Arts
The House that Art Built
ArtsMarket conducted this widely lauded economic impact of the arts
study for the Louisiana Division of the Arts, one of the first studies
done for a state arts agency that included investigation of the
for-profit arts sector, specifically the commercial music industry in
New Orleans.

Norfolk Corporation   
Economic and market
feasibility analysis, addressing needs of the four major performing arts
organizations, financing and funding endowment capacity, audience and
prospective market analysis, dedicated public sector revenue mechanisms,
operating models, links between funding and cultural district
designation, to ensure that Norfolk, VA is the performing arts/cultural
capital of Virginia. This project was completed in March of
2005. Recommendations already acted upon include a $29 million
stabilization fund, just formally announced with a lead seven year
commitment from the City of Norfolk. Already, civic leaders have
responded with the creation of a new funding entity, the Hampton Roads
Arts Trust. Downtown Norfolk, Inc., has just contracted to continue the
work in a new contract to examine the development of a new performing
arts center in Downtown Norfolk.

Trust Cultural Facilities Masterplan
ArtsMarket was
commissioned in 2003 to update the 10-year funding plan of cultural
facilities needs and to determine appropriate funding requirements and
priorities. The study included in-depth assessment of communities
statewide, market and user analysis, community assessment and community
leader interviews. The completed Masterplan was approved by the Nevada
legislature in 2004.

One of many cultural development plans conducted each year by
ArtsMarket; the Berkeley Plan is notable in calling for a larger
cultural/theater district, the use of public art as a unifying theme for
the district, and for its economic impact analysis of the arts in

Museum Center 
After ArtsMarket’s
ground-breaking geodemographic, economic, and comparative market
analysis work for the arts in Cincinnati (funded by the Cincinnati
Business Committee 2001-2004), the Cincinnati Museum Center engaged
ArtsMarket to determine market interests and opportunities for new
exhibition strategies in the Cinergy Children’s Museum, the Museum of
Natural History, and the Cincinnati History Center. This work,
just completed in March 2005, included eleven focus groups and related
exhibition recommendations to the board and staff of the three museums,
including major new exhibition concepts and refinement of existing
exhibitions.

Science Center
Beginning in 1999
through a James Irvine Foundation initiative to assess current and
potential markets for the performing arts and museums throughout
California, ArtsMarket continued throughout 2004 to work intensively

market geodemographic and market analysis along with other market
studies to build regional visitation.

Projected Economic
Value: The Mesa Arts Center on the Economy of Downtown Mesa
This separate study was commissioned by the City in tandem with the
above market and user analysis, to assist the City of Mesa in recruiting
new business development for a downtown cultural district to be
developed around the new Mesa Arts Center. Economic and jobs
impacts, direct and indirect impacts on the local economy, outputs, new
types of earnings and jobs, impacts of construction and operations were
included as were impacts such as number of new restaurant meals per day,
number of hotel rooms per week, and square footage of retail and office
space that were supported.

Cultural District/Capitol Theatre Expansion
ArtsMarket began geodemographic market expansion work with the Capitol
Theatre in 1999. Since then, it has continued to undertake a major
regional analysis including a comparable market analysis, facility
utilization, community analysis, market and economic modeling, cultural
tourism planning, and operations and business planning for a multi-phase
expansion of the Capitol Theatre as the anchor of downtown cultural
district. The project included a regional cultural tourism,
Mexican-themed plaza including a black box theater and outdoor downtown
amphitheater. ArtsMarket’s multi-year work was awarded the 2003 Best
Overall Research Award from the International Economic Development
Council.

Initative
Interface was officially announced on February 1, 2005, at the
recommendation and based on business planning by ArtsMarket that
included responding to the needs of new business models and new funding
in a study of needs analysis, national benchmarking and operations
model. Interface is a $1 million economic development initiative
funded by the Turner Foundation with continued counsel from ArtsMarket,
including downtown cultural district development, geodemographic
analysis for audience expansion in the regional Springfield/ Columbus/
Dayton region, cultural tourism development, arts in education, and
development of new cultural facilities.

An independent planning group was established in Florence, including

been secured; lead private sector funding from a lead Florence
foundation is being secured.

ArtsMarket was engaged by Vincennes University to determine the market,
economic, financial, operations, and governance model for the combined
Museum and PAC and the underpinnings of a cultural district. The
Indiana State Legislature has funded the PAC construction; the Museum
has received a lead pledge of $5 million from the Lilly Endowment.
ArtsMarket was recommended to the University by the Lilly Foundation
based on Lilly’s trust in ArtsMarket’s business and operating model

update to its 1997 regional geodemographic analysis of current and
prospective audiences for the arts. The study examined the unique
and cross- over audiences for each discipline of the performing arts,
visual arts and museums. ArtsMarket’s previous and on-going work
in Indianapolis, guiding the Mayor’s Cultural Development and Cultural
Tourism Plan (2001), led to Mayor Bart Peterson’s cultural tourism
initiative, funded jointly with $10 million in implementation by the
City of Indianapolis and the Lilly Endowment.

The Economics of the Nonprofit Arts Industry and the Montana Market
Study
ArtsMarket maintains an on-going partnership with the Montana Arts
Council in its Building Arts Participation Initiative. In 2001,
ArtsMarket conducted the groundbreaking “Montana 1000 Household Study”
assessing the attitudes of rural residents concerning the performing and
visual arts. This led to ArtsMarket’s assistance to the Council
in developing the framework for its subsequent Wallace Foundation
Building Arts Participation grant. ArtsMarket is the evaluator of
the grant awardees and program. Louise Stevens’ book on building rural
arts participation, Learning to Build Audience Participation: The
Montana Story, was published by the Council in December 2004.
